Barnaby Joyce, best known internationally for threatening to euthanize Johnny Depp's dogs, defeated incumbent Michael McCormack in a snap internal party vote, elevating him to the role of deputy PM.

"Barnaby has always been a supporter of delivering improved transport and infrastructure outcomes", said NHVR chair Duncan Gay, in welcoming new Federal Infrastructure and Transport Minister, and new Deputy Prime Minister of Australia, Barnaby Joyce.

"If Mr McCormack remains in that position we are keen to keep working with him, and would also like to invite the new Deputy Prime Minister, Barnaby Joyce, to visit Benalla so he can see the two Inland Rail plans now on the table - and why we prefer the track realignment".

"It is not Barnaby policy - it's Nationals policy", he said, arguing that his focus would be on getting the best deal for rural Australia.

Earlier this year Mr Morrison was ridiculed for saying he empathised with former Liberal staffer Brittany Higgins's rape allegation because he has two girls.

Ms Davies said she had enjoyed a good working relationship with now-dumped leader Michael McCormack, adding that leadership changes were destabilising to parties.

Mr Joyce resigned in 2018 after it was revealed he had an extramarital affair with his former media adviser.

"I want to make sure that we have a process that we can go to places such as central Queensland, that we have the capacity to ... give us the very best chance of winning the next election", he said.

"I'm reminded of that by the people that I love most, my four daughters and my two sons and (partner) Vikki (Campion)".

"I think he's done a good job for the last three-and-a-half-years", she said.

Alana Johnson, a founding member of the Australian Women In Agriculture group, told ABC Radio on Tuesday she believed Mr Joyce's return as leader showed the Nationals weren't listening to women.

The Nationals whip Damian Drum said "nothing changes" other than the leadership position.

"I have always been upfront about my view".

"On behalf of NHVR staff, chief executive and the board, I congratulate Barnaby and welcome him to the role", Gay said.

But he said Australians questioning why there has been yet another spill in Parliament would have to ask those who called it.
