Since May, the federal government has been requiring all travellers to enter their information and upload their documents through the ArriveCAN app to ensure travellers are adhering to the COVID-19 travel restrictions.

Travellers who are deemed exempt from quarantine rules will still be tested upon arrival to Canada.

Vaccinated travellers who are eligible to skip quarantine will still have to follow provincial restrictions or quarantine requirements that exist in some provinces and territories. As a result, some 66% of Canadians have received one shot, but only 18% have had two, according to data compiled by CTV News.

After over a week of tentatively inching towards the decision, Canadian officials said Monday that starting at 23:59 Eastern time on July 5th, fully vaccinated Canadian travelers who test negative for COVID will be exempt from quarantine.

Travellers are also required to take another COVID-19 test on their eighth day of quarantine.

The vaccines approved by Canada are now those of Pfizer, Moderna, Johnson & Johnson, and Astra Zeneca.

They will still need to provide proof of a negative test from 72 hours before their arrival, take a second test upon arrival, and have a plan to quarantine should that test come back positive.

In order to be considered fully vaccinated, travellers will have had to have received a full series of a vaccine, or a combination of vaccines that have been authorized by Health Canada - Pfizer, Moderna, AstraZeneca/COVISHIELD, and Johnson & Johnson - at least 14 days prior to entering the country.

Tori Barnes, vice president of regulatory affairs at the U.S. Travel Association, says the border closure has been a huge hit to both economies. They must have this documentation for two weeks after entering Canada.

Stephen Warner, a spokesperson for Ontario Solicitor General Sylvia Jones, who has blamed the federal government's travel restrictions for the severity of Ontario's third wave of COVID, said Jones' office is "glad" the government announced specificities around how fully vaccinated travellers will be able to avoid quarantining.

"We are contemplating how we will expand that list, including using the WHO-approved list", Hajdu said, referring to the World Health Organization.

"On both sides of the border we're proceeding with appropriate caution and care and taking the advice of our public health experts as we begin to ease border measures".

Here's what you need to know about the app. Over the months, Canada allowed immediate family members, extended family members and long-term partners of its citizens to cross the border, but the USA never reciprocated the policy.

"In other words, foreign national coming to Canada for non-essential purposes will be turned away at our borders", added Blair. They will still need to have a quarantine plan in place, should a border agent determine that they do not meet the necessary measures.

Congressman Brian Higgins is responding to Canadian leaders now saying 75% of the country should be fully-vaccinated before the border reopens.

"As the situation evolves, we will respond with new and adjusted border measures as needed, to keep Canadians safe and the economy running", Transport Minister Omar Alghabra added, noting he will be working with global, provincial, territorial, and industry partners to "determine next steps later this summer".
