He declined to detail evidence pointing to a possible hate crime, but said the attack was planned.

"I'm also able to tell you at this time that based on information collected during the course of the investigation, we believe that this was an intentional act, and that the victims of this horrific incident were targeted", London Police Chief Stephen Williams told reporters Monday.

A driver ploughed a pickup truck into a family of five, killing four of them and seriously injuring the other in an attack that targeted the victims because they were Muslims, Canadian police said.

A few minutes later, she came upon a gruesome scene at an intersection near her home.

A man is under arrest and faces four counts of first-degree murder.

A second witness spoke to media Monday morning and described the scene as emergency vehicles arrived.

So far, Waight said, police do not know of his membership "in any specific hate group".

He was arrested without incident at a mall about seven kilometres away from where the family was struck.

The victims included a 74-year-old woman; 46-year-old male; 44-year-old woman; and 15-year-old female teenager all members of the same family.

A nine-year-old boy was also hospitalized following the attack and is recovering.

London Mayor Ed Holder had this message for the Muslim community.

Zahid Khan, a family friend, said the three generations among the dead were a grandmother, father, mother and teenage daughter.

"The National Council of Canadian Muslims (NCCM) is beyond horrified and demands justice after the horrific vehicle attack on a Muslim family in London, Ontario who were out for a walk on Sunday evening".

Waight said police in London were consulting with the Royal Canadian Mounted Police and prosecutors about potentially filing terrorism charges.

"There are some very, very scared people out there", Holder said.

The attack has shocked the city of 400,000 residents, 200km south-west of Toronto.

The teenage girl who was killed "will be deeply missed by fellow students and staff at Oakridge Secondary School", according to a school statement.

Waight said there is no known connection between Veltman and the family.
