De Blasio has said he hopes New York City can "fully reopen" by July 1.

The statewide positivity rate of COVID was 1.95 percent as of May 2, with 15,734,364 total doses of the vaccine administered as of Sunday. Capacity as stadiums will increase to 33 percent.

He also reminded people that the outdoor food and beverage curfew will be lifted on May 17th, indoor curfew will be lifted on May 31st.

With capacity limits largely gone, the state will continue to emphasize social distancing, per CDC recommendation, except at events where all those in attendance can present proof of full immunization or recent negative COVID test results.

Indoor catered events can increase the gathering limit to 250, with proof of vaccination or a recent negative COVID-19 test result it can be increased to 500 on May 19.

Some businesses are welcome to opt to keep capacity restrictions, but from the state level, those restrictions will be nearly entirely repealed, Cuomo said. On April 30, Governor Cuomo announced that New York City indoor dining will expand to 75 percent capacity beginning May 7, bringing New York City in line with the rest of New York.

New York's seven-day average positivity rate also fell to 1.84%, the lowest since November 6. "New Yorkers - including our heroic workforce - deserve nothing less". Of those, 1,304 cases and 24 deaths were in the five boroughs.

"All the arrows are pointing in the right direction", he added, pointing to declining Covid-19 positivity rates and hospitalizations, which are at their lowest since November, and rising vaccination levels. "Over these next few weeks, I encourage all remaining eligible New Jerseyans to get vaccinated so we can continue fighting back against this virus and move toward a "new normal" for ourselves, our neighbors, and our loved ones". So, let's be safe and for anyone who has yet to be vaccinated, please do so as soon as you can. "That's going to be a hard population to reach, but we're working on it all the time", he said.

Almost 35 percent of New Yorkers are fully vaccinated, including 32 percent of city residents. Ultimately, the state controls the reopening of localities.
