The last time it happened was after the 1960 population count, when the state went from nine seats to eight.

That could mean bad news for NY.

Texas' torrid growth over the past decade is paying off with a major boost in political clout - two additional congressional seats and electoral votes deepening its already massive influence in the nation's politics. So will Florida, one of several states in the Sun Belt to gain. Disruptions from COVID-19 during last year's counting, however, have made shifts in each state's population particularly hard to predict.

If the state of NY had counted just 89 more people in the Census, he said, it would have vaulted over Minnesota to get the 435th of 435 House seats allotted.

Republicans hold three much geographically larger districts that combined cover most of greater Minnesota, and a fourth district that combines parts of the north metro and the St. Cloud area.

The changes could be enough for Republicans, who control the statehouses in states like Texas and Florida, to create districts in those states that could threaten Democrats' razor-thin majority in the U.S. House of Representatives. Some reformers say the political parties should be removed from the redistricting process entirely. The gain marks a rebound for Montana, which had two congressional seats for most of the 20th century but lost one after the 1990 census.

Alabama is on the bubble as a state that may or may not lose a congressional seat.

In Rhode Island, which was widely viewed as in danger of being slimmed to just one House seat, the news was also met with relief after the census counted 1,097,379 people in the state, an increase of 4.3 percent from the 2010 Census.
