Still, the Democratic governor, who has overseen some of the most restrictive pandemic rules in the country, said it was time to forge ahead because the state's infection rate is among the lowest in the USA and 20 million vaccines have been administered so far.

The mask mandate will remain in place, but businesses and other venues will be allowed to reopen without occupancy limits. That mark will loosen the daily case rate in the second least-restrictive orange tier.

Now, the new plan says businesses can open with "common-sense risk reduction measures" such as wearing masks and encouraging vaccinations. "We are seeing a bright light at the end of the tunnel".

California has had one of highest numbers of COVID-19 cases and deaths among us states, despite a harsh year-long lockdown that killed thousands of businesses and ruined millions of lives in the process.

Fully reopen does not mean that the governor will drop the mask requirement.

The reopening date could change based on case rates, hospitalizations and vaccine efficacy, officials said. According to a statement made Tuesday morning, April 6, by Dr. Wilma Wooten, San Diego's public health officer, the region's latest weekly score came in at 5.8 in Tuesday's report from the California Department of Public Health, though the full statewide report had not yet been released. That number is expected to increase, with Newsom anticipating that more than 30 million doses will have been administered by the end of the month.

Schools will be allowed to conduct full-time, in-person instruction if following public health guidelines, and large-scale indoor events will be capped at 5,000 people through October 1 unless testing or vaccination status is verified for all attendees.

On April 15 all Californians 16 and older will be eligible for the vaccine.

"With all of that, we are at the stage where we're ready to consider the next aspect of our pandemic response, " Ghaly said.

Gov. Gavin Newsom also struck a positive tone in the announcement Tuesday, but cautioned that residents still had to remain cautious.

Officials say the state will discard the color-coded "Blueprint to a Safer Economy" the four-tier, color-coded system that guided economic reopening through a series of restrictions and capacity limits. The majority of the state's population - 80% - is now at a moderate-risk level, allowing for some indoor business to operate with modifications.
