The shutdown comes as Ontario's COVID-19 Science Table released new modelling data showing that without a new order, the province will be unable to curb the spread of COVID-19 variants.

"We are facing a serious situation and drastic measures are required to contain the rapid spread of the virus, especially the new variants of concern", Ford said in a statement.

"This is a new pandemic, we are now fighting a new enemy".

Premiere Ford said retail shops can remain open at limited capacity, but there will be no indoor or outdoor dining in Ontario, and all personal care and fitness facilities will be closed. This includes prohibiting all indoor organized public gatherings and limiting outdoor gatherings to a five-person maximum, except for gathering with members of the same household.

Education Minister Stephen Lecce said Thursday that schools will remain open, as they are critical to student's mental health and learning.

All indoor and outdoor dining in restaurants, bars, and other food and drink establishments is prohibited.

Requiring day camps to close.

Health officials in Nova Scotia are reporting four new cases of COVID-19 Saturday.

The only other difference is that the shutdown is provincewide and will impact all 34 of Ontario's public health units.

Chagla agrees people are "feeling defeated", adding that confusion about what's allowed and what isn't tends to arise whenever a province updates its restrictive framework.

The per cent positivity of COVID-19 tests in Windsor-Essex increased to 3.6 per cent for last week, compared to 2.8 per cent the previous week. As I've said we will do what it takes to protect the people of Ontario.

Capacity at weddings, funerals and religious services, rites or ceremonies is limited to 15 per cent capacity per room indoors.

The province has already seen record numbers of people admitted to ICUs, with more than 430 patients admitted as of Wednesday.

Restricting in-person shopping in all retail settings, including a 50 per cent capacity limit for supermarkets, grocery stores, convenience stores, indoor farmers' markets, other stores that primarily sell food and pharmacies, and 25 per cent for all other retail including big box stores, along with other public health and workplace safety measures.

Crawley writes that "the only difference between this and the current lockdown provisions now seen in some areas of the province appears to be the closure of patio dining and golf courses, alongside a limit of five people instead of 10 for outdoor gatherings".

The four-week minimum of this new shutdown means all of Ontario, including Oakville and Halton Region, will remain in shutdown (unofficially known as the White-Shutdown level) for the rest of April 2021.

The province opted not to issue a stay-at-home order during the shutdown.

The last time the province reported a daily case total above the 2,500 mark was on January 22, during the height of the second wave, when 2,662 infections were reported.

Meanwhile, more than 150 intensive care unit doctors signed an open letter to the government on Thursday, calling for new, stricter, measures.
