Gov. Charlie Baker said the federal government plans to distribute 5 million doses of the COVID-19 vaccine developed by Johnson & Johnson across the country next week.

In a statement, Johnson & Johnson said a batch of drug substance failed its quality test.

Moving forward, J&J is moving to implement tighter controls at its manufacturing partner, the company's statement said.

Johnson & Johnson said that it met a goal of delivering 20 million COVID-19 vaccines by the end of March, and says it is on track to deliver 100 million vaccines by the end of May.

The problem occurred at the Emergent plant in Baltimore, which has not yet been certified by the Food and Drug Administration to produce Johnson & Johnson vaccine.

"Here in MA, that'll be definitely north of 100,000 doses of J&J vaccine, and I can't tell you how important that is", Baker said.

Moving forward, as the company and Emergent seek an FDA manufacturing authorization for the site, J&J is "providing additional experts in manufacturing, technical operations and quality to be on-site at Emergent to supervise, direct and support all manufacturing of the Johnson & Johnson COVID-19 vaccine".

These shipments contain exclusively the single-dose Johnson & Johnson vaccines, which is expected to accelerate the state's rate of fully vaccinating residents.

President Joe Biden has pledged to have enough vaccines for all USA adults by the end of May. The paper reported that federal officials said the mistake was caused by human error. The company has invested heavily in lobbying the federal government, according to disclosure records, which show the company spent $3.6 million on lobbying in 2020 alone.
