The government will also allow gyms to offer outdoor fitness classes, training and personal training as of Monday.

Personal care service settings including but not limited to barber shops, hair and nail salons, and body art establishments, will be permitted to operate at 25 per cent capacity or five patrons (whichever is less) subject to physical distancing, including by appointment only, and other public health and workplace safety measures. This change does not apply to social gatherings, such as receptions.

Of the new cases, 29 are community cases and one is in long-term care.

Despite saying he was "very, very concerned", Ford denied that changes are sending mixed messaging about the pandemic and the growing number of cases in the province's hospital intensive care units. "But, I gotta be frank, people are exhausted".

The government also announced that the region of Hamilton would move back into the Grey-Lockdown zone of the province's framework, effective March 29 while the Eastern Ontario Health Unit will move to the Red-Control category.

The province added 2,169 cases on Friday with seventy-eight per cent in the hot spots around the GTHA and Ottawa.

Sarnia-Lambton moved into the grey zone on March 15.

The reasons for Hamilton's move into Grey Lock-down are the increase of new cases to 109.4 per 100,000 per week an increase of 37.6% over the past two weeks, and a testing positivity rate of 4.6%.

"Adjusting the emergency brake to allow for the recommendation to immediately implement shutdown measures in regions experiencing a rapid increase in transmission is important given the changes to the public health measures in the Grey-Lockdown level and will provide an extra layer of protection as we continue to fight this virus", a statement from Dr. David Williams, Ontario's chief medical officer of health reads.

Mr. Dale says there are now a total of 1,871 people in hospital ICUs across Ontario.

There are 179 COVID-19 positive individuals who are being isolated.
