The shootings appear to be at the "intersection of gender-based violence, misogyny and xenophobia", said state Representative Bee Nguyen, the first Vietnamese American to serve in the Georgia House.

Biden made the proclamation on Thursday afternoon, two days after the violence in Atlanta.

She said that "Asian people are being scapegoated like they have for a century in this country", and that "This has to stop".

The San Francisco Police Department is increasing patrols in predominately Asian neighborhoods following an "alarming spike in brazen anti-Asian violence in recent weeks" in the Bay Area, the department said. The authorities have charged the suspect with eight counts of murder and one count of aggravated assault in connection with the shootings.

But so far, no hate crime charge alleging the attacks were motivated by bias.

Chi-Chi Zhang, an Asian-American woman living in Cambridge, Massachusetts, described discussing race and hate crimes with her two young daughters, aged two and four.

The victims for the other shootings haven't been publicly identified yet.

About an hour later and 30 miles away, Atlanta police responded to a report of a robbery at the Gold Spa in the city's northeast. Another victim was found at Aromatherapy Spa across the street.

Long's parents helped authorities locate him by giving investigators his cellphone information, according to Cherokee County Sheriff Frank Reynolds.

The American flags will remain at half-staff until sunset on March 22, which will mark six days since the attacks. "Because as you know I have been speaking about the brutality against Asian Americans for the last couple of months, and I think it's very, very troubling". They were gunned down at three separate massage parlours in Atlanta.

Georgia is home to almost 500,000 people of Asian origin, or just over four percent of its population, according to the Asian American Advocacy Fund. Both Atlanta Police and Cherokee County sheriff's department are investigating the shootings.

Georgia lawmakers a year ago passed a hate crimes law that allows additional penalties to be imposed for certain offenses when motivated by a victim's race, color, religion, national origin, sex, sexual orientation, gender or disability.

Anti-Asian animus isn't new, but it was intensified by the rhetoric of former President Donald Trump, who repeatedly used racist and inaccurate language to refer to the novel coronavirus.

"There has been a long history of anti-Asian racism in the United States, especially during times of social or economic unrest", said committee chairman Jerrold Nadler, D-N.Y. The nonprofit organization Stop AAPI Hate documents 3,795 discriminatory incidents targeting Asian-Americans in the previous year alone, and countless other stories remain untold or unheard.

While 68 percent of the incidents were considered to be verbal harassment, 11 percent were physical assaults. The organization also called on politicians to "dissociate the pandemic with any ethnic groups because Asian Americans did not cause the COVID-19 pandemic".

Denny Kim, 27, was beat in Los Angeles" Koreatown as his assailants accused him of having the "Chinese virus'.
