White House spokeswoman Jen Psaki said Tuesday the meeting of the "Quad" countries will highlight Biden's emphasis on bolstering US alliances in the Indo-Pacific region.

White House press secretary Jen Psaki said the four leaders would also discuss "economic cooperation and ... the climate crisis".

The White House announced earlier on Tuesday that president Joe Biden will participate in an online Quad meeting on Friday, the first leader-level meeting of a group seen as part of efforts to balance China's growing military and economic power.

China's state-run Global Times newspaper criticised the Quad summit as a USA plot against Beijing, saying in an opinion piece that India - which has rapidly warming relations with the United States but is not a treaty-bound ally - should have taken a distance.

Two days ahead of the Quad's "first leaders' summit" in virtual format, the United States warned on Wednesday that if it does not act "in concert and in tandem with our allies and partners around the world, China will act with even greater impunity". We have shared security interests.

U.S. officials have said they see the meeting with their Chinese counterparts as a "one-off session", with future senior-level engagements based on Washington seeing tangible outcomes to address its grievances with Beijing.

Of course, maritime security is a key focus of the Quad, but it is a grouping that is predicated on shared interests.

The four Quad member countries have been highlighting their resolve to uphold a rules-based worldwide order in the Indo-Pacific.

The salience of the Quad has run in parallel with the emergence of the Indo-Pacific as a key strategic region.

The Biden administration, however, has been careful not to link the Quad explicitly to China - a shift in rhetoric after former president Donald Trump's strident denunciations of Beijing.

China is engaged in hotly contested territorial disputes in the South and East China Seas. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. Beijing has built up and militarised numerous islands and reefs it controls in the region.

The Quad was launched in 2007 by Japan's then prime minister Shinzo Abe, who was alarmed at China's growing assertiveness around Asia.

"It is also the case that each of these countries are acutely interested in standard settings for 5G and other global technologies that are going to be critical in the 21st century", the official noted.

Meanwhile a senior USA military official has described a recent missile launch in the South China Sea as an "unmistakable message" to the United States.

The Biden administration has been cautious about travel as it seeks to set an example in ending the Covid-19 pandemic which has claimed more than 500,000 lives in the United States.
