During his speech, Biden plans to announce the military will deploy 4,000 more active-duty service members "to support vaccination efforts", with 6,000 total troops backing vaccination programs, an official said. He is also directing more doses toward some 950 community health centers and up to 20,000 retail pharmacies, to make it easier for people to get vaccinated closer to their homes.

President Biden, pictured on February 22, is giving an address Thursday as the country marks one year of the coronavirus pandemic.

Biden said on Wednesday he would use his address to discuss "what we've been through as a nation this past year" and lay out the next phase of the government's COVID-19 response.

President Joe Biden said on Thursday he would direct USA states to make all adults eligible for the coronavirus vaccine by May 1 and urged Americans in a televised address to stay vigilant against the virus, hours after he signed a $1.9 trillion stimulus bill into law.

Mr Biden said the relief package will rebuild "the backbone of this country".

Speaking in the White House East Room, Biden began by his 24-minute address by honoring the "collective suffering" of Americans over the past year and then offered them a vision for a return to a modicum of normalcy this summer. The U.S.is expecting to have enough doses for those 255 million adults by the end of that month, but the process of actually administering those doses will take time.

Biden said if Americans continue following health guidelines and wait their turn for vaccinations, small gatherings would be possible by July 4 for Independence Day celebrations.

Mr Biden said he hoped Americans would continue to work together in fighting the virus.

The bill includes $1,400 payments, an extension of jobless benefits, and a child tax credit that is expected to lift millions out of poverty. "The American people are going to have to do their part, too".

In a major legislative win for Mr Biden, the spending bill, one of the largest in U.S. history, passed Congress without a single Republican supporter.

Biden originally planned to sign the bill on Friday, but it arrived at the White House more quickly than anticipated. "But it means you'll be able to get in line beginning May 1".

"This is a chance for him to really beam into everybody's living rooms and to be both the mourner in chief and to explain how he's leading the country out of this", said presidential historian and Rice University professor Douglas Brinkley.
