Andrew Cuomo has avoided public appearances for days as some members of his own party call for him to resign over sexual harassment allegations.

Hours later, Anna Ruch, 33, told the New York Times that she met the now 63-year-old Cuomo at a wedding in September 2019.

"Well, here's what I would tell my Democratic colleagues to do: follow the Republican model", Graham told Sean Hannity on Fox News.

A photograph taken by a friend captured a look of discomfort on Ruch's face as the governor held her face.

Already facing heat over accusations he deliberately underreported COVID-19 deaths in nursing homes, Cuomo formally referred himself for investigation Monday over sexual misconduct allegations by two former aides.

"A year into the pandemic, and as New Yorkers receive the vaccine, the temporary emergency powers have served their objective - it is time for them to be repealed", Speaker Heastie said.

Charlotte Bennett, a former executive assistant and health-policy adviser in the Cuomo administration, said last week that the governor asked questions about her sex life during a June 5 meeting in Albany.

Two former aides accused Andrew of sexual harassment.

Attorney Jon Bell says the current state law gives greater protection to those who allege sexual harassment outside the traditional workplace.

Cuomo has denied Boylan's allegations.

In a statement issued on Sunday, the beleaguered governor of the country's fourth most populous state apologised saying things he might have said may have been misinterpreted as unwanted flirtation - as the State's Attorney General proceeds with an investigation into the allegations.

She said the incident left her "uncomfortable and embarrassed" and she felt she "didn't have a choice in that matter".

"The governor's treatment of employees, legislators, and even casual acquaintances has overstepped a bright line, and his attempts to explain the pattern of behavior don't come close to showing that he really gets it, " she said.

Several elected officials previously called for the revocation of the governor's emergency powers due to the state's handling of COVID-19 in nursing homes.

Top Democrat Speaker Nancy Pelosi has called the claims credible as the chorus grows for Cuomo to step down.

The allegations against Cuomo emerged nearly exactly a year after the high-profile sexual assault trial in NY of movie mogul Harvey Weinstein ended in a conviction, and more than three years after the #MeToo movement took hold. He denied Boylan's allegations in his statement and said that in Bennett's case, he had meant to act like a mentor. A spokeswoman for the governor has said Ms. Boylan's statement was untrue.

In a statement, the governor said: "I now understand that my interactions may have been insensitive or too personal and that some of my comments, given my position, made others feel in ways I never intended".

"I know the attorney general will conduct a thorough investigation that will be totally, totally independent without any interference, outside interference, political or otherwise", Schumer said.

State Assemblyman Thomas J. Abinanti also castigated Cuomo's behavior, tweeting, "As Dizzy Dean said (1944): stick a fork in him - he's done".
