Many gun-control advocates have called for a national handgun ban, warning that leaving it up to municipalities would create an ineffective patchwork of regulations.

The federal government is taking additional steps in its battle against gun violence, announcing new legislation to allow cities to ban handguns, and a new buy-back program.

The federal government is tabling legislation to toughen Canada's gun laws, including allowing municipalities to ban handguns by restriciting people's ability to possess, store and transport them.

The Canadian government is introducing an assault weapon buy-back program in a follow-up to last year's sweeping regulatory ban, Prime Minister Justin Trudeau announced on Tuesday. Owners of the now-prohibited firearms can still choose to keep them, although they could no longer use them as guns and they would be subject to strict licensing and storage laws. "They can't be shot, they can't be traded, they can't be transported, they can't be sold and they can't be bequeathed", he explains.

Some groups have urged the government to make the buyback mandatory - like programs in Australia and New Zealand - to ensure as many banned guns as possible were turned in.

"This is a huge win for the gun lobby", said Heidi Rathjen who was on the Polytechnique campus when the massacre occurred.

Conservative Leader Erin O'Toole spoke with reporters ahead of the prime minister's announcement of his planned firearms buy-back legislation. They lied. They lied to us.

"The multi-faceted approach to gun control we are proposing combines evidence-based policies, tougher Criminal Code penalties, and funding for programs that address root causes that lead to criminal behavior in the first place", said Minister of Justice and Attorney General of Canada David Lametti.

"Obviously there are political elements in this but the core of why we are doing this, the core of why Canadians want this done, is to keep our communities safe".

Some gun owners strongly oppose the ban of about 1,500 firearm models and variants altogether and seek to overturn it through the courts.

Soucie says his customers are typically target shooters and hunters - law-abiding citizens who are vetted for gun ownership. Windsor Mayor Drew Dilkens - who also chairs Windsor Police Services Board says anecdotally, "in the vast majority of crimes in which handguns are used, that those guns are illegal".

"And they have one goal, and one goal only: protecting you, your family, and your community".

- Introduce tighter restrictions on imports of ammunition, and ensure the prohibition of imports, exports, sales and transfers of all replica firearms.

"In Canada, whether it's at the park, at the Mosque, at the school, at a sports parade, in a small town, in a big city, or in your own home, no one should ever have to be afraid".

"This is a comprehensive bill that, if enacted, will save lives", said Dr. Najma Ahmed, co-Chair of the CDPG and a trauma surgeon at St. Michael's Hospital in Toronto.
