The lockdown across Victoria state from midnight (1300 GMT) was ordered out of fear a small outbreak of the "hyper-infectious" United Kingdom strain of the virus would undo Australia's so-far successful battle to contain the pandemic, Victoria state Premier Daniel Andrews said.

As per the latest known data, there are now 966 primary contacts of patients identified linked to the hotel quarantine outbreak which stands at 14 cases.

The water damage was caused by a sprinkler system which activated without a fire occurring on the fourth floor of the Holiday Inn on Saturday.

Dr Khorshid said the United Kingdom variant had "blown open cracks" in the hotel quarantine system, with the virus having now escaped "hotel quarantine arrangements in most states".

Earlier this morn, 31 guests in mandatory quarantine at Melbourne's Holiday Inn were reportedly shifted to a different location 'cos of a plumbing drama.

'Strict infection prevention and control measures will be followed during the transfer to ensure the health and safety of residents, staff and the community'.

This woman was filmed leaving the Holiday Inn with a garbage bag over her head.

Authorities are yet to rule out an extension to the five-day shutdown due to end on Wednesday after Melbourne's Holiday Inn hotel outbreak continued to grow.

"The two most recent cases are a child and a woman, both who attended a private dining venue in Sydney Road, Coburg, on the night of February 6".

One new locally acquired case was confirmed in the past 24 hours, health authorities said on Saturday, taking the number of cases tied to a quarantine hotel at Melbourne airport to 14 and total active cases in the state to 20.

'We're hoping that all of those would occur in people that have already been identified, already been quarantined and would not generate any more exposure sites, ' Prof Sutton told ABC radio on Monday.

"With a relatively small number of new cases.we are very well placed".

"As other states have demonstrated, you can get on top of this pretty quickly, and I have reason for confidence that they can do the same thing by following that same process", he said.

Victorian Premier Daniel Andrews has been nominated for a prestigious leadership award for his work steering Victoria through a hard 2020 amid the COVID-19 pandemic and a deadly second wave.

"However, I've never been one to try and make bold predictions".

He said they were looking at sites near Melbourne (Tullamarine) and Avalon airports as potential sites, saying it was important that there would be space for open air-facility to reduce the risk associated with CBD hotel quarantine. They include Sacca's Fruit World at Broadmeadows and the fruit and meat section of Broadmeadows Central shopping centre, both in Melbourne's north.

Despite the challenges, the Grand Slam, which had been delayed three weeks, started as scheduled on Monday, but spectator numbers were reduced to 30,000 a day, although far fewer have attended.

Anyone who has visited the first site between 12.15pm and 1.15pm on Tuesday February 9 has been told to isolate and get tested.
