The legislation fulfils a Liberal election promise to be more aggressive at cutting greenhouse gas emissions by 2030, and to get Canada to net-zero emissions by 2050.

Will Amos, an environmental lawyer who is the MP for Pontiac and parliamentary secretary to the industry minister, told Canada's National Observer on Thursday that Bill C-12, the Canadian Net-Zero Emissions Accountability Act, lays significant legal groundwork.

That means the first assessment report on the 2030 targets could be 12 years away.

Making the targets legally binding is an effort to force future governments to stay on this track.

Prime Minister Justin Trudeau said the government still intends to live up to its commitment to exceed the current targets by 2030, but the legislation would not require an actual number - or a plan to get there - until at least six months after it becomes law.

The legislation sets out goals that will be achieved in stages with the first set of targets set for the end of the decade. However, Climate Change Home points out that the legislation does not say how the government is planning to reduce emissions in the short term nor does it propose a new 2030 target. It also requires the finance minister to provide annual reports on what she is doing to guard against financial risks posed by climate change. While the bill gives the government the power to amend targets, this must be done in a way that is "consistent with the purpose" of the legislation - namely, achieving net-zero emissions by 2050.

Collins said setting a 2025 target would show Canada understands that and is willing to do more to prevent it.

"The climate accountability legislation introduced today unfortunately has major deficiencies that will, at best, hold future federal governments accountable for Canada's climate commitments", he said in a written statement.

The bill does not provide for penalties should the government not meet its targets.

"It is ultimately up to Canadians to continue to choose governments that are serious about reducing climate change and that will be accountable to Canadians every five years".

What happens if it doesn't achieve them?

The reporting requirements are the transparency measure contained for the bill and the accountability measure is that the government would have to admit if it does not hit any of the five-year targets, explain why and what it will do to fix it.

Some provinces and cities, such as Guelph, Vancouver, Hamilton, Toronto, Halifax, Newfoundland and Labrador, and Quebec, have already committed to achieving net-zero carbon emissions by 2050.
