Andrew Cuomo's thresholds for imposing orange zone restrictions - which include shutting down indoor dining and a four-person limit on tables for outdoor dining. As the rate neared that point last week, de Blasio advised parents to prepare for a possible shutdown within days.

The mayor said the rate has now passed that mark. And in fact, a revision of earlier city data showed it had likely been above that threshold since November 11. He has already closed public schools - a decision that has sparked outrage among parents.

New York City's school system, like others across the nation, initially halted in-person learning in mid-March as the virus spiked.

Levine added, "We should be prioritizing reopening for elementary school students and students with special needs because we know that there's a pedagogical cost and a social-emotional cost to online learning". Elementary schools opened September 29 and high schools October 1.

They began reopening in September when NY became America's only major city to commit to offering in-person classes as part of a hybrid system that included online learning.

De Blasio said Thursday the city's seven-day rolling average rose to a 3.01% test positivity rate. Many private schools opened for classes weeks before the public school buildings opened. De Blasio has set a metric of 3% for school closures as part of the partial re-opening plan in the fall, as he faced significant pressure from the powerful teachers union, which had threatened to strike.

Cuomo said, "I am an antagonist, full disclosure, to the idea of how we're handling schools".

The city agreed to changes, including hiring thousands more teachers and testing 10% to 20% of all students and staffers per month for the virus.

"I think from what the governor said yesterday and the numbers certainly reflect it, I don't think it's an "if" the city is going into an orange zone", de Blasio said.

Currently, the statewide infection rate is 2.6 percent and New York City's is 2.5 percent.

"Your family sounds safe, doesn't it?"

While European countries have so far kept schools open, focusing instead on shutting down indoor dining, bars and gyms, America's most populous city has taken the opposite approach.
