There were 43 foreign crew members and 5,800 heads of cattle on board when the freighter left New Zealand on August 18 headed for China where it was scheduled to arrive on Friday.

A Government review into the live export trade will not be released before the election despite calls for it after the capsizing of a ship carrying thousands of cows and two New Zealanders, during a typhoon.

Carrying nearly 6000 cattle, the Panamanian-flagged Gulf Livestock 1 sent a distress call from the west of Amami Oshima island in southwestern Japan.

We are monitoring the situation closely and working closely with those involved in rescue efforts.

The crew of 43 had 39 people from the Philippines, two are from New Zealand and two from Australia.

A spokeswoman for the coastguard said one person was rescued on Wednesday night during the search for the ship after being spotted adrift wearing a life jacket.

Just after 4 p.m. local time (3 a.m.) on Friday - around the same time that Rosals was located - rescuers found an empty lifeboat further out to sea, at around four kilometers east of Kodakara Island.

The man, whose nationality and crew status was unknown, was taken to a hospital where he was pronounced dead, said Takahiro Yamada, a senior spokesman for the regional coast guard headquarters.

A second crew member was found floating unconscious on Friday morning near Japan's Amami Oshima island, about midway between Okinawa and Kyushu, Japan's southernmost main island.

Mr Sareno told the Coast Guard one of the ship's engines lost power before the vessel was hit by a wave and capsized before sinking. Coast guard video shows rescuers carefully maneuvering their boat in choppy waters to safely pluck Sareno out of the water.

Japan's coastguard said three vessels, five aircraft and two divers had been deployed in the ongoing search, which was taking place on Thursday in good weather after the typhoon completed its passage through the area. A bundle of orange rope and a life jacket bearing the ship's name were also recovered, according to a coast guard statement. The Gulf Livestock 1 was capsized after losing an engine in the stormy East China Sea. The ship's registered owner is Rahmeh Compania Naviera SA, a company based in Amman, Jordan, Reuters reported. The ship's automated tracker showed it sailing in high winds of 107 kilometres per hour (66 miles) at its last known position, according to the ship-tracking website MarineTraffic.com. Edvarodo said he jumped into the water and did not see any other crew before he was rescued.

The ship's operator, Gulf Navigation Holdings PJSC, based in Dubai, in the United Arab Emirates, declined to comment.

The boat was travelling from Napier in New Zealand to the Chinese port of Tangshan. He recently worked as an equine vet before being employed on the cattle export ship.

There have been few signs of other survivors.

But the patrollers say they don't know whether the search can continue on Saturday and beyond, as another powerful typhoon is approaching.
