His campaign said the Democratic presidential nominee will hold a community meeting in Kenosha, in the area where civil unrest turned deadly after authorities say Kyle Rittenhouse, a pro-police 17-year-old, allegedly opened fire, killing two men during protests.

"We must strictly and fully enforce our law and have no tolerance for anarchy and no tolerance - zero - for violence", he said during a press conference Monday.

Protesters took to the streets after a Kenosha police officer shot Blake seven times in the back, leaving him paralyzed and prompting several consecutive nights of unrest. Though President Donald Trump visited the city Tuesday, he did not meet with the Blake family and members said they don't feel enough has been done.

"Thank you for saving our town", read the sign of one supporter along the road.

The Biden campaign late Tuesday released a minute-long ad that includes clips of Mr. Biden's speech in Pittsburgh this week in which he denounced Mr. Trump as a bystander president and condemned the recent violence.

Trump later tweeted, "My Administration will do everything in its power to prevent weak mayors and lawless cities from taking Federal dollars while they let anarchists harm people, burn buildings, and ruin lives and businesses".

Some Democrats have quietly anxious that recent violence might boost Trumps prospects, even as his maneuvers do nothing to quell unrest or perhaps even feed it. Bidens team downplays such concerns, insisting the former vice president simply must counter with steady warnings that Trump is dangerously inept.

They see Rittenhouse, a Trump supporter, as emblematic of right-wing militias that are increasingly brazen about brandishing weaponry in political settings.

Biden's campaign had tried to argue he would be a different and better leader than Trump, not one who repeatedly follows his lead, however belatedly.

Sam Hall, attorney for Kenosha County, called the lawsuit "entirely without merit" and said the county will seek immediate dismissal. Trump didn't visit the site of the shop, but Rode met with him a few blocks away and appeared at a roundtable later in the day.

She padded the President's often criticized record on paying visits to cities in crises by saying that the President has "showed up" recently in response to devastation from Hurricane Laura in Texas and Louisiana.

"The community came together, so for him to say if it wasn't for him there would be no Kenosha is ignorant and insulting", Ms Populorum said.
