Cooper Expected To Announce Easing Of Phase 2 Restrictions

The plan increases the limit on indoor gatherings from 10 to 25 people and shifts the number of attendees for outdoor gatherings from 25 to 50 people.

Under Cooper's new order, indoor exercise facilities that can now reopen at 30% capacity include: yoga studios, martial arts, rock climbing, bowling alleys, volleyball and other like facilities.

Governor Roy Cooper announced Tuesday the state is continuing its "dimmer-switch approach" of easing business restrictions and mass gathering requirements in place to limit community spread of the coronavirus.

Bars and entertainment facilities such as movie theaters will remain closed in the new phase.

Phase 2.5 will go into effect at 5 p.m. Friday, Sept. 4.

"Moving to phase 2.5 means we can safely do a few more things while still fighting the virus as vigorously as ever". Hospitalizations and Covid-like cases have declined while lab-confirmed cases and positive test rates are stable.

"We know that some businesses are closed and people are hurting", Cooper said.

On Sept. 1, the state Department of Health and Human Services reported 2,111 new cases, a level that Health and Human Services Secretary Dr. Mandy Cohen called "too high". "Our pause in Phase 2 was necessary as students returned to school and colleges", Gov. Cooper said.

Current restrictions keep bars, movie theaters and amusement parks shuttered until September 11.

"We're elated that we have the opportunity to reopen and to start reclaiming our livelihoods", he said in reaction to Cooper's announcement.

North Carolina has been in some form of Phase 2 since May 22.

"Large venues will still be subject to the mass gathering limits", Cooper said.

Capacity at businesses such as restaurants and hair and nail salons remains the same.

Cooper signed Executive Order 162 on Monday, extending the 11 p.m. curfew on alcohol sales in restaurants through October 2, the same day Phase 2.5 is set to expire. "You're saving lives and slowing the spread of this virus".

Cohen also released a new secretarial order permitting outdoor visitation at skilled nursing facilities across the state, marking the first time facility residents have been allowed to see outside visitors since March.
