Jacob Blake, the Black man shot multiple times by police in Wisconsin, is paralyzed, and it would "take a miracle" for him to walk again, his family's attorney said Tuesday, while calling for the officer who opened fire to be arrested and others involved to lose their jobs.
"There's no amount of training or reform that can teach a police officer that it's wrong to shoot a Black man in the back seven times while his children watch", Lewis said in a statement first shared with the AP.
Wisconsin Governor Tony Evers said he ordered the National Guard troops to Kenosha at the request of local officials to help maintain order after activists said they were organising further demonstrations for Monday night.
"Every person should be able to express their anger and frustration by exercising their First Amendment rights and report on these calls to action without any fear of being unsafe", he said.
Hundreds of protesters began a march at about 19:00 local time on Monday evening.
The Kenosha county courthouse was not set on fire, but protestors entered and damaged the building forcing it to be closed.
After the protests past the curfew they turned more violent, with fireworks thrown and police responding with smoke bombs and flash-bang grenades. After he opens the door and leans into the vehicle, seven shots ring out, with one of the officers tugging at his shirt. Hundreds of protesters rushed to the building and a door was snapped off its hinges, but police in riot gear drove the demonstrators back by dousing some with pepper spray.
The incident followed nationwide protests this summer over the May 25 death of George Floyd, a 46-year-old Black man, after a white Minneapolis police officer knelt on his neck for almost nine minutes.
Evers announced a special session for next Monday for legislators to consider a package of bills introduced months ago to improve police accountability and eliminate risky practices.
Mr Evers announced the legislation in the wake of the police killing of George Floyd in the neighbouring state of Minnesota.
What do we know about the shooting?
The new wave of protests follow the shooting of Mr Blake, 29, who is now fighting for his life.
In the video, the dad can be seen walking towards a vehicle followed by two officers. Seven shots can be heard in the video.
Crump said the shooting happened after Blake tried to break up a fight between two women. The video of the shooting, which quickly went viral on social media, showed Blake walking away from officers who had their weapons drawn.
Police in Kenosha do not have body cameras, although they do have microphones.
Blake's family's attorney, renowned civil rights lawyer Benjamin Crump, told CBS News on Monday that Blake is in stable condition at the hospital. Rusten shot Jacob Blake (29 years old) when he was about to get into his vehicle. He said he didn't see a knife in Blake's hands.
Mr Blake, who works as a security guard, is now out of surgery and improving.
He also said police had shown a pattern of "excessive use of force and immediate escalation when engaging with Black Wisconsinites".
The officers were placed on administrative leave, standard practice in a shooting by police.
National Basketball Association and Los Angeles Lakers star Lebron James also weighed in on Blake's shooting, saying there was no need for officers to open fire.
The shooting drew condemnation from Democratic Gov.
Pete Deates, head of Kenosha's police union, said Mr Evers' statement was "wholly irresponsible" and said people should wait until all facts were known.
