College football and basketball teams will be allowed to hold voluntary athletic activities starting June 1 and through June 30, the NCAA announced on Wednesday.

But Wednesday's news is just the first step. According to Thamel, "the ability for schools to have student athletes return will depend largely on their state and local government restrictions".

UCLA suspended all athletic events beginning March 12, and with additional cancelations from the Pac-12 and NCAA, both the men's and women's basketball programs were unable to complete their postseason competitions.

Regionally, the NCAA vote could have different implications for the four schools that sponsor some combination of football, men's basketball and women's basketball: Washington State, Gonzaga, Eastern Washington and the University of Idaho.

For Indiana and other Big Ten schools, that ability to return remains dependent upon the Big Ten lifting its own ban on all organized team activities, which is set to expire on June 1 as well.

The vote doesn't mean that athletes can suddenly head back to campus, however. Some remain under stay-at-home or safer-at-home orders. "But, from our standpoint, the discussions we've had as athletic directors - the 10 of us - again, we don't need to be restricting each other".

"We encourage each school to use its discretion to make the best decisions possible for football and basketball student-athletes within the appropriate resocialization framework", stated University of Pennsylvania Athletic Director and NCAA Council chair M. Grace Calhoun.

That appears to clear the way for one-time transfers to gain immediate eligibility in football, men's basketball and women's basketball, just as now exists in other sports, but it will not take effect until the 2021-22 school year. Typically, players who transfer would have to sit out one season prior to playing for their new schools, unless granted permission by the NCAA.
