Stewart has criticized Congress before for being slow in renewing the fund, and on Tuesday, he went off as he delivered his opening statement on the fact that there were so many empty seats at the committee hearing.

Stewart did not hold back, ripping Congress for failing to fully fund a program to support sick and dying 9/11 first responders and choking back tears.

Stewart also shamed Congress for its "disrespect" of the first responders, drawing a standing ovation after finishing a fiery speech by saying, "They did their jobs with courage, grace, tenacity, humility".

Stewart called this an "embarrassment to the country" and a "stain on this institution", telling those who didn't attend that they should be "ashamed" of themselves. "And it is an embarrassment to us and our country", Stewart said.

Stewart spoke alongside Luis Alvarez, a retired detective and 9/11 responder from the New York Police Department who suffers from September 11-linked cancer.

Dr. Jacqueline Moline, Chair of Occupational Medicine, Epidemiology and Prevention at Hofstra's School of Medicine testified before the panel that now, over 11,000 types of cancer have been reported since the attacks on 9/11, ranging from Glioblastoma, an aggressive form of brain cancer, to debilitating lung cancers.

The Louisiana Republican then predicted the bill would sail through the committee and pass nearly-unanimously through the House. Frail and struggling at times to speak, Alvarez said he came to Capitol Hill on behalf of those who will get ill later and may get little or no aid from the fund.

Stewart was joined not only by 9/11 survivors and first responders, but also the widow of a construction worker who responded at Ground Zero, clutching a photo of her late husband to her chest as she spoke. "I should not be here with you, but you made me come".
