The victim told deputies that she witnessed Parker taking cell phone selfies with the baby, as well as wiping her fingerprints off items she touched inside the woman's home.

In the final session, the suspect and her daughter gave the victim a cupcake and the victim began feeling numb and drowsy.

A U.S. woman and her daughter have been arrested after the older woman posed as a baby photographer to gain access to a newborn girl, then drugged the mother in order to steal the infant.

After police executed a search warrant, the woman was arrested on multiple felony charges, as was her 16-year-old daughter.

"If you have been contacted by a woman named "Juliette Parker", "Juliette Noel" or "Juliette Gains" who posed as a photographer and believe you were a victim, please give our detectives a call as soon as possible at 253-798-7724", authorities said in a Facebook post.

"Basically she was drugged".

Deputies bought the victim new locks and window guards and installed them in her home while investigating the attempted kidnapping.

The victim told police she met the suspect through a newborn baby group on Facebook where the woman had been advertising her photography business and offering to take free photos for new moms to help build her portfolio.

Parker notably ran for Colorado Springs Mayor in 2019, coming in second behind incumbent John Suthers. The woman came to her home with her daughter.

On Friday, Pierce County sheriff's deputies arrested the 38-year-old woman and her 16-year-old daughter at their home in the 4100 block of 220th Street East.

On February 5, a woman called 911 and requested medical assistance because she was feeling numbness, drowsiness, instability on her feet and she was vomiting.

A release from the Pierce County Sheriff's Department state that the pair were arrested following an extensive investigation and after reports that they may have been posing as newborn baby photographers.

"To think I nearly let someone like that around my family.it's really hard", she said. The suspect has ties to Colorado Springs.

The story said that Parker has two children.

Parker founded the non-profit MENDA or Meaningful Empowerment through New Development and Art.

Investigators said Julie Parker goes by many aliases and used social media to connect with new moms, all so she could kidnap an infant.
