"This is all circumstantial evidence, but there are a hell of a lot of circumstances that make it look like a known Russian inspection satellite is now inspecting a known US spy satellite", Thompson tweeted on January 30.

"We view this behavior as unusual and disturbing", he told TIME.

"What Russia tells us diplomatically and publicly may be the opposite of what it intends to do with that satellite", she said.

"Last November, the Russian government launched a satellite that subsequently released a second satellite", Raymond said in a statement. The NRO is an agency within the Department of Defense and one of the five major USA intelligence agencies.

What Russia has been doing in space "has the potential to create a unsafe situation", Raymond said. "These activities don't reflect the behavior of responsible space faring nations".

Gen. John "Jay" Raymond, commander of the newly created U.S.

Kelso said he could not yet provide any definitive analysis on the Russian inspector satellite because there is no independent source of observation data to address these questions. "Creating a separate branch of the armed forces for space also risks militarizing USA space policy and promoting ill-advised and unsafe projects that could involve deploying weapons in space", Hartung added. Satellite trackers and the MIT Technology Review of 2020 speculated the inspection by the Russian satellites which were confirmed by the US Space Force Commander Gen. John Raymond to Time.

The Kosmos 2542 was noticed to be in the same orbit path as the US 245. Russian Federation found this satellite on 25 November 20-19, as shown by Space-Track.

According to Time magazine, the event marks the "first time the USA military has publicly identified a direct threat to a specific American satellite by an adversary".

Raymond also noted that when the Russian satellites "exhibited characteristics of a weapon when one of those satellites released a high-speed projectile into space" after being deployed in 2017, the United States raised the issue during the United Nations Conference on Disarmament the following year.

"This is all circumstantial evidence, but there are a hell of a lot of circumstances that make it look like a known Russian inspection satellite is now inspecting a known United States spy satellite", Thomspon wrote on Twitter on January 30, 2020.
