Trump's Acting Chief of Staff Mick Mulvaney, speaking on ABC's "This Week" on Sunday, rejected claims from Democratic candidates and others that the president's harsh rhetoric on immigration played any role in the shootings.

Trump tweeted Monday about the weekend shootings in Texas and OH that left 29 dead and dozens wounded.

The nation's first African-American president also directly referenced and condemned the apparent racist and anti-immigrant motives of the 21-year-old white man who authorities believe killed at least 22 people inside a Walmart in El Paso on Saturday.

"This is the most racist President we've had since perhaps Andrew Johnson, in another age and another century, and he is responsible for the hatred and the violence that we're seeing right now", O'Rourke said in an interview with CNN's Chris Cuomo on "Cuomo Prime Time".

"We have asked the Federal Bureau of Investigation to identify all further resources they need to investigate and disrupt hate crimes and domestic terrorism", Trump said. "Hate has no place in America", the president said.

Missing during his remarks was a recommendation that Congress take action on background checks or linking gun legislation to immigration reform, as he said in tweets earlier Monday morning. He's been calling Mexican immigrants rapists and criminals.

On Twitter Monday, Trump seemed to deflect from scrutiny over the manifesto, which had language mirroring some of his own. "We have to put a stop to it".

Trump did not explain how the two pieces of legislation might be tied together. Did President Bush ever come at - he had 32 shootings of mass shootings during his reign.

Trump on Monday proposed tighter monitoring of the internet, mental health reform and wider use of the death penalty in response to mass shootings.

"No other nation on Earth comes close to experiencing the frequency of mass shootings that we see in the United States", Obama wrote.

Trump himself has backed away from previous pledges to strengthen gun laws.

At a February meeting with survivors and family members of the 2018 Parkland, Florida, school shooting in which 17 people died, Trump promised to be "very strong on background checks".

With his Monday proposals, Trump responded to the shootings with ideas that many Republicans in Congress can embrace - without confronting the gun lobby or tackling the issue of firearm accessibility that many view as a driver of gun violence.

Trump at one point in his remarks erroneously stated that the OH shooting had taken place in Toledo, not Dayton.

Over the weekend, Trump tried to assure Americans he was dealing with the problem and defended his administration in light of criticism following the latest in a string of mass shootings.
