World News: US warnings of heavy rain, tornadoes from weakening storm Barry Storm Barry spins north from New Orleans

A day after Barry hit the United States as a hurricane on Saturday, it continued to dump heavy rains over the area as it was downgraded to a tropical storm.

Tropical Storm Barry turned into a tropical depression Sunday afternoon, but Gulf coast residents still are being warned not to let down their guards.

Communities in New England are expected to see up to two inches of rainfall, with expected amounts widely by community.

"This was a storm that obviously could have played out very, very differently", he said. In Alabama, Barry's rains overwhelmed sewer systems, the Weather Channel said, as more than 250,000 gallons of sewage spilled from systems along Alabama's coasts.

He said he was "extremely grateful" that the storm had not caused the catastrophic floods that had earlier been forecast.

"Flash flood watches and warnings are in effect for portions of far southeast Texas through much of Louisiana, Mississippi and Arkansas, and including parts of the mid Mississippi Valley", the NHC added.

Forecasters cautioned of a heavy rain threat on Monday as the centre of the storm moved inland.

A store owner in New Iberia, Louisiana, says Barry flooded his building with more than a foot of water, ruining furniture and computer equipment. The EPA shelved the project in 2008 amid concerns about wetlands and wildlife. The U.S. National Hurricane Center said Sunday parts of south central parts of Louisiana could in any case have precipitation aggregates of up to 300 mm.

"We were spared", she said at a news conference, while noting the city was ready to help nearby parishes hit harder. Contributing to this report were Associated Press writers Rebecca Santana in New Orleans; Jay Reeves in Mandeville; Rogelio Solis in Morgan City; Emily Wagster Pettus in Jackson, Mississippi; Jeff Martin in Atlanta; and Jeffrey Collins in Columbia, South Carolina. Several utility poles were also toppled, and around 150,000 people were out of power on Sunday morning.

"Based on what we've experienced, I think (we will be) even better prepared for next time - and we do know that there will be a next time", Edwards said.
