During its 41st session in Geneva, 18 of the 47 member states of the council voted in favour of the resolution filed by Iceland, which formally asked United Nations rights chief Michelle Bachelet to come up with a comprehensive report on the situation in the Philippines.
President Rodrigo Duterte of the Philippines has blasted Iceland over its sponsorship of a UN resolution demanding a comprehensive report on human rights situation in the Asian island nation, saying Reykjavik simply doesn't understand or have to deal with the kinds of problems he deals with, Philippine outlet Rappler has reported.
"It's a modest resolution, but it is a very critical step to putting the Philippines on the track to accountability and to show that the killing of thousands of drug war victims has not gone unnoticed by the global community", said Laila Matar, deputy director of Human Rights Watch's group monitoring the United Nations.
Philippines ambassador in Geneva, Evan Garcia, immediately rebuked the United Nations move saying it "does not represent a triumph of human rights, but a travesty of them".
The resolution also called on the Philippines "take all necessary measures to prevent extrajudicial killings and enforced disappearances, to carry out impartial investigations and to hold perpetrators accountable".
"We urge the Philippines to cooperate with the UN Human Rights Office leading the investigation and take urgent measures to halt the brutal killings that have become the hallmark of the Duterte administration's campaign". The Geneva-based UNHRC clearly advocates the cause of criminals, particularly the illegal drug traffickers, instead of the human rights of the poor victims of drug menace.
'This war on drugs, as we have repeatedly said, it's a sham war, he told a news briefing yesterday in Geneva.
The resolution was welcomed by human rights groups.
In the statement, Foreign Secretary Teodoro Locsin Jr warned of 'far-reaching consequences for countries that supported what he described as an insult to the Philippines.
The exact number of deaths in Duterte's violent war on drugs can not be verified, but at least 6,000 have died since he launched the campaign upon taking office in mid-2016, in operations the police said suspects were armed and fought back.
The Vietnamese delegation offered constructive feedback at sessions to build draft resolutions and co-sponsored five other resolutions. Police say they have killed 6,600 who were armed and fought back during attempts to arrest them, but activists say there may have been as many as 27,000 drug-related killings overall. The vote came just days after one of the drug war's youngest victims, 3-year-old Myca Ulpina, was killed in a police raid.
Human Rights Watch, however, estimates the number at 12,000 people killed. Police say her father, Renato, used his daughter as a human shield.
"It must show both the worldwide community & our own people that it is willing & able to hold perpetrators to account, to protect all human rights defenders, to stop the killings, & to end impunity", added the agency, which it says, is an independent institution mandated by the Constitution to monitor State compliance with all human rights norms and standards.
"The resolution is grotesquely one-sided, outrageously narrow, and maliciously partisan", Panelo said in a lengthy statement issued overnight.
