Mayor de Blasio declared Tuesday that any unvaccinated people living in areas affected by the Brooklyn measles outbreak are required to get a measles vaccine or face fines.

"The measles vaccine works.it is safe, it is effective, it is time-tested", said de Blasio at a news conference in the neighborhood.

Prior to 2013, there were about 60 reported cases in the US each year.

Outbreaks nationwide have forced state and city health officials to pursue tougher stances, such as mandatory vaccines or banning unvaccinated children from public places, prompting legal challenges and judicial intervention. While there have been no confirmed deaths so far, 21 people have been taken to hospital, with five admitted to intensive care, officials said.

"This is the second-greatest number of cases reported in the USA since measles was eliminated in 2000", it said. It says the vaccine is 97% effective. "Back in the day people were having parties to expose their kids to chicken pox and measles".

The virus can escalate into severe complications such as hard-to-treat bacterial infections, pneumonia and inflammation of the brain. The vaccine offers the same immunity boost without the ordeal of enduring the virus.

Officials claimed to have eliminated the disease in 2000 but it has returned after anti-vaccination campaigns led to a drop in vaccination rates.

But some experts also point to an "anti-vax" viewpoint that has gained some traction in recent years, helped by social media. The same outbreak is responsible for 15 cases of measles in Orange County, New York, and 168 cases in Rockland County, New York. "We stand with the majority of people in this community who have worked hard to protect their children and those at risk".

Tuesday's announcement was the first time NY has ordered mandatory vaccinations in recent history, according to health officials.
