Major League Baseball and the MLBPA are nearing an agreement that could eliminate the August waiver trades, creating a single trade deadline on July 31.

While the majority of the rules governing roster management won't take effect until the 2020 season, a number of changes governing other aspects of the game take effect in 2019.

Additionally, there will be only one trade deadline on July 31.

Also, teams cannot trade after July 31, but teams can still make roster claims.

The league announced Thursday that several new changes have been implemented, which will start opening day this season.

Most notably is Major League Baseball doing away with an August waiver trade deadline. Prize money for the players on the winning All-Star team will be increased in 2019.

Starting with games later this month, mound visits will be decreased from six to five and commercial breaks will be shortened. Starters for the Midsummer Classic will be chosen in a one-day "Election Day" by fans who will choose among three finalists at each position. The victor of the Home Run Derby will receive $1 million. September roster expansions will also be limited to 28 players instead of 40.

The rule is meant to curb the rise of position players pitching-often to horrendous results-that spiked a year ago.

Inning Breaks: Subject to discussions with broadcast partners, inning breaks will be reduced from 2:05 to 2:00 in local games, and from 2:25 to 2:00 in national games.

There will be a cap on the number of pitchers that teams are allowed to carry on the active roster, that will be determined by the joint committee. That designation will remain in effect for the player, and can not change, for the remainder of the championship season and Postseason.

Part of the agreement also states that pitchers must face three batters before being removed from the game. The Players Association has agreed that it will not grieve or otherwise challenge the Office of the Commissioner's implementation of the amended Rule 5.10 (g).

The injured list, previously known as the disabled list, will go back to having a minimum time of 15 days.

Major League Baseball (MLB) is the most historic professional sports league in the United States and consists of 30 member clubs in the USA and Canada, representing the highest level of professional baseball.

Arguably most importantly, the Major League Baseball and the PA will begin discussing labor issues far before the current collective bargaining agreement expires in December 2021, according to the agreement.
