The Toronto serial killings shocked Canada and its gay community, with mayor John Tory calling McArthur "a monster who preyed on the city".
A spokesman for Toronto Police said investigators had "worked diligently" to "do everything possible to locate the missing men".
Police were able to track McArthur down after they discovered surveillance footage of his last victim - Kinsman - entering a van linked to McArthur.
Police said that from August 2017, when McArthur was first named as person of interest, to the months after when he was put under surveillance, they worked to ensure he would not kill again.
"The ability to decapitate and dismember his victims, and to do it repeatedly, is pure evil", McMahon said.
A number of investigations have been launched in the wake of the case, including a disciplinary case of an officer involved in an incident involving McArthur and an internal review into how missing persons cases are handled.
Several members of the gay community told reporters outside the courthouse they were disappointed McArthur did not receive a harsher penalty, while others accepted that he would likely die behind bars.
Prosecutor Craig Harper had asked for a parole ineligibility period of 50 years.

On the day McArthur was arrested, January 18, 2018, police surveilling McArthur saw a man, identified in the agreed statement of facts as "John", meet up with McArthur and enter his apartment. Police later found a folder on McArthur's computer labelled with the man's name that contained images of him.
The Guardian reported: "The court heard that McArthur staged photographs of his victims' corpses, posing the bodies in a fur coat and black leather hat, and - in two cases - with a cigar between their lips".
He kept clothing, personal items and hair of his victims, according to an agreed statement of facts.
"All of the victims were vulnerable individuals lured to their deaths", he said.
McArthur had not acknowledged his sexual orientation until he was in his 40s.
A psychiatric assessment after his first run-in with the law in 2001 - for beating a male prostitute with a metal pipe, for which he served no time in prison - said he likely harbored "underlying resentments" but concluded that he was not risky.
