High-stakes meetings between the United States and China began Wednesday at the White House as negotiators attempt to beat the clock in a 90-day trade war truce agreed to by President Donald Trump and Chinese President Xi Jinping last month at the G-20 in Argentina.

The White House did not immediately comment on the report.

In an effort to ease negotiations in Washington, Beijing announced that it would pass a new foreign-investment law to end forced technology transfers and other restrictions imposed by the state.

The president also said that he did not want to sign a trade deal that would amount to little more than a band-aid and would allow tensions - perhaps including longstanding intellectual property disputes such as the one that drove the US Department of Justice to file charges against Chinese electronics giant Huawei - to continue to simmer beneath the surface.

President Donald Trump has threatened to extend the tariffs to an additional $267 billion in Chinese goods. Those tariffs are on top of another $50 billion in USA levies imposed on China past year. "Tariffs on China increase to 25% on March 1st, so all working hard to complete by that date!" They were joined by Chinese diplomats and Trump administration officials including Secretary of Treasury Steven Mnuchin, Commerce Secretary Wilbur Ross, trade adviser Peter Navarro and economic adviser Larry Kudlow.

But the impact of Trump's trade policy is also being felt by the US.

The Trump administration has imposed punitive tariffs on $250 billion worth of Chinese imports to compel Beijing to change its trading practices, prompting Beijing to retaliate with its own tariff increases on $110 billion of USA exports.

"Uncertainty is not the friend of business", Powell said. Trump has vetoed multiple proposed trade deals with China, choosing to push ahead with tariffs on Chinese goods to gain leverage.

"The concern is a longer drawn-out set of negotiations, which could result in sapping business".

The core of the U.S. allegations against China is that Beijing systematically steals trade secrets, forces foreign companies to hand over technology as the price of access to the Chinese market and subsidises its own tech companies.

There is widespread scepticism that the two sides can reach a substantive deal by the 1 March deadline.

Still, Monica de Bolle, senior fellow at the Peterson Institute for International Economics, said Tuesday the Huawei case could only complicate matters in the trade negotiations. It also predicted overall U.S. GDP growth would slow to 2.3 percent this year, 1.7 percent in 2020, and 1.6 percent in 2021.
