School districts in Minnesota and Wisconsin canceled classes and government offices, universities and businesses shuttered, with the mercury expected to drop to a polar -40 Fahrenheit (-40 Celsius).

Outside of Chicago, in the Midwest, temperatures are forecast to plummet. Lows of zero to minus 5 and highs of zero to 5 degrees are forecast for Thursday. Other airlines reported delays averaging an hour.

"The lows Tuesday and Wednesday could break records set in 1966".

Blizzard conditions are predicted across parts of the western Ohio Valley and snow is expected Tuesday through Wednesday from the Great Lakes region into New England, the weather service said.

In Atlanta, where thousands of football fans are getting ready for the Super Bowl, temperatures will plunge Tuesday as the city gets hit with up to two inches of snow.

A windchill watch signifies the potential for a combination of cold air and wind to create "dangerously low wind chill values".

As this system heads east, brutally cold air will wrap in behind it. Temperatures will from the mid-teens on Tuesday with possible record cold highs for Wednesday. Now the coldest maximum temperature record is -30.8 C registered in 2004.

In addition to the harsh cold, heavy snow already hammered the upper Midwest and Great Lakes area on Monday, resulting in "dangerous to impossible travel conditions", according to CNN.

Some of the cold from this Arctic blast will reach the Mid-Atlantic and Northeast, but its intensity is likely to ease as it nears the coast - with the more extreme conditions in the interior.

Snowfall is expected to ramp up between 3 a.m. and 6 a.m. or 7 a.m. Monday, with heavy snow covering the roads making for a hazardous early morning commute, the NWS said.

McHenry County public schools announced Monday closures Sunday night in anticipation of the weather.

In eastern North Dakota, officials have issued travel alerts because of blowing snow.

The entirety of Minnesota and Wisconsin and much of northern IL is expected to remain below zero for all of Wednesday.

Milwaukee County Executive Chris Abele has declared a snow emergency for county employees.

Schools and government buildings in Wisconsin and Minnesota were closed Monday as parts of those states braced for nearly a foot of snow.

The Weather Service is calling for 6 to 12 inches of total snow accumulations.
