In a Tuesday statement from Pelosi and Schumer, the Democratic leaders said, "Democrats and an increasing number of Republicans in Congress have repeatedly urged the President and Leader McConnell to end the Trump Shutdown and re-open the government while Congress debates the President's expensive and ineffective wall".

"We don't think that's the American way; we don't think that's the constitutional way".

"Yes", Schlapp said when pressed by CNN's Jim Sciutto about taxpayers paying for the wall.

Pelosi said Trump "is being unfair" and that his address from the Oval Office last night was "not factual".

President Donald Trump made a somber televised plea for border wall funding Tuesday night, seeking an edge in his shutdown battle with congressional Democrats as he declared there is "a humanitarian crisis, a crisis of the heart and a crisis of the soul".

Trump meets with Senate Republicans Wednesday on Capitol Hill just hours after he argued on national television that a border wall was needed to resolve a security and humanitarian "crisis".

Trump described the situation at the southern border as a "humanitarian and security crisis", and that "uncontrolled" illegal migration is hurting American citizens.

Trump used emotional language, referring to Americans who were killed by people in the country illegally, saying: "I've met with dozens of families whose loved ones were stolen by illegal immigration". I've held the hands of the weeping mothers and embraced the grief-stricken fathers.

The president has maintained he will declare a "national emergency" to obtain border wall funds if the talks aren't fruitful.

The president often highlights such incidents, though studies over several years have found immigrants are less likely to commit crimes than people born in the United States. For weeks he has dug in on a signature campaign promise to his base voters, the pledge to build an impregnable "beautiful" wall along the U.S. -Mexico border. Asked how long the shutdown will go on, he replied, "Whatever it takes".

He addressed the nation as the shutdown stretched through its third week, with hundreds of thousands of federal workers going without pay.

Trump was almost halfway through his 9-minute address before he mentioned the wall, describing it as a request from law enforcement rather than his longstanding political pledge.

"Women and children at the border are not a security threat", she said. He also suggested that his proposal to build the wall from steel, rather than concrete, was a concession to Democrats.

"The best solution is to be able to work with Congress to get this done, you can close a lot of the loopholes, fund border security fully and that's what we're hopeful they'll do", Sanders said.

The White House moved to pre-empt the Democrats, telling reporters Monday that tax refunds would be paid despite the shutdown.

Meanwhile, House Speaker Nancy Pelosi says the president has "chosen fear" in making the case to the American people for the border wall and Democrats "want to start with the facts". The administration says it will act on its own to ensure the refunds.

But a growing number of Republicans are uncomfortable with the toll the partial shutdown is taking, and Trump's response to it.
