Bill de Blasio will hold a press conference announcing the details of the plan at 11 A.M. EST.

New York City Mayor Bill de Blasio officially unveiled his "NYC CARE" project Tuesday morning; launching a new government program that would provide comprehensive healthcare for all 600,000 uninsured Big Apple residents. But the city already does that.

"Health care is a right, not a privilege reserved for those who can afford it", de Blasio said.

If spending an additional $100 million is all it takes to pay the health costs of a half-million people, you may wonder why New York City Health + Hospitals (HHC) is going broke spending $8 billion annually to treat 1.1 million people.

The $100 million plan will roll out this year and expand over the next few years, de Blasio said.

"No one should have to live in fear", the mayor said.

Yes, once-cash-strapped H+H's finances are, for now, OK.

"As property taxes continue to rise at an unprecedented and unsustainable speed, impacting homeowners and renters alike, Mayor de Blasio continues to look for ways to spend their hard earned money by placing a heavier burden on the hardworking taxpayers of this city".

Island Republican representatives slammed the mayor's plan, while others, welcomed it.

The tendency of a segment of the population to avoid the health-care system until a critical moment, relying in effect on emergency rooms for primary care, has been the knottiest problem in public health for decades.

NYC Care will not be fully implemented until 2021.

While NYC Care will not provide free coverage to everyone in the city, the program will be priced on a sliding scale according to individuals' ability to pay.

New York City is a sanctuary city that defies US immigration enforcement laws, protects illegal immigrants from deportation, and limits local cooperation with federal enforcement officers. "We have now, in New York City, something that we can build on".

President and CEO of the NYC Health + Hospitals Mitchell Katz said because it was a "comprehensive clinic" if someone needed hospital services, the city would help them get to another Health + Hospital facility. "We're going to get it to everyone".

Not only will NY be a sanctuary city, Mayor de Blasio will now seek $100 million in new spending to provide full comprehensive healthcare for all, including its undocumented immigrants. As a result, they end up in the emergency room for complaints great and small, typically receiving care for a problem that's become much more serious during the wait. "It is the most expensive way to get health care".

The announcement on MSNBC's "Morning Joe," comes as the newly Democrat-controlled state legislature in Albany is weighing some form of universal health insurance for New York State.
