The NFL's collective bargaining agreement is a complicated animal, and apparently even Le'Veon Bell is still learning the ins and outs of it. Meanwhile, his teammates continue to express their frustration with the situation, with one unidentified player saying, "This Le'Veon thing is just a cloud over us at this point".

Multiple news outlets, including the Tribune-Review, have reported since September that the Steelers would have to use the third tender amount - essentially the average of the top 5 quarterback salaries - if they wished to apply the franchise tag on Bell next season.

The Steelers running back broke his silence Wednesday on Twitter, posting a pair of upside-down tweets as he aired his grievances amid his contract holdout. ESPN reports Bell was seen playing basketball at an L.A. Fitness club in the city Tuesday night.

But despite Bell's tweet, the Steelers still haven't heard from him and their focus remains the same with the players and coaches in the building as they prepare for Thursday's game vs. Carolina, a source told ESPN.

This is incredibly significant because if Bell doesn't have to report this season in order to avoid another year of the franchise tag, why would he? That gives Bell the ability to negotiate with other teams and the Steelers the right to match, which would essentially be the same as him hitting the free agent market. The running back would be free to negotiate with National Football League teams, but the Steelers would have the right to match any offer.

If he plays games this year, the Steelers could try to prove Bell's transition tag should be prorated.
