May will meet EU leaders in Salzburg on Wednesday and Thursday, as she seeks a breakthrough in talks on the Brexit divorce and the future UK-EU trading relationship.

Meanwhile, former foreign secretary Boris Johnson fired his latest attack on her plan in his weekly newspaper column, claiming it would usher in "foreign rule" for the first time since the Norman Conquest in the 11th century. "We will decide who will come into this country", she said on Monday.

Supporters of Brexit, who admit there may be some short term instability, say some British ministers and business chiefs are spreading scare stories about the impact of a "no-deal" Brexit in an attempt to rally support behind May's plans.

Brussels and London are still seeking a solution that would keep the border open between European Union member Ireland and the U.K.'s Northern Ireland, just six months before Britain leaves the bloc.

The EU's involves Northern Ireland following EU law on customs and goods, a plan May has said no British prime minister could ever accept.

"Our proposal for the backstop on Ireland and Northern Ireland has been on the table since February", Mr Barnier said, switching from his native French to English to get his message over.

Several Japanese firms including megabank MUFG, Nomura Holdings, Daiwa Securities and Sumitomo Mitsui Financial Group have also said they are planning to move their main European Union bases out of London.

The recommendations came in a report released on Tuesday that three arch-Brexiteers who sit on the committee - Jacob Rees-Mogg, Andrea Jenkyns and Sammy Wilson - refused to endorse.

Mr Johnson has backed proposals by the pro-Brexit European Research Group that physical checks can be done away from the border, without keeping the United Kingdom or Northern Ireland tied to EU customs rules.

Most checks can take place away from the border, at company premises, or the market, ' Barnier said of customs and regulatory checks on goods that might move from British mainland to Northern Ireland.

"We need to challenge the assumptions of both these Irish backstops, or we are heading full throttle for the ditch with a total write-off of Brexit".

Third, Tusk said, the leaders should "reconfirm the need for a legally operational backstop on Ireland, so as to be sure that there will be no hard border in the future".

"It now seems that the Prime Minister and her Brexit team have also been conspiring behind closed doors trying to persuade the European Union not to listen to five million European Union citizens living in Scotland, the majority of whom don't want to leave", he told The National.

The 67-year-old added that talks were in the "home straight" during a speech in Brussels last night, although two key issues remained unresolved ahead of October's deadlines - one being the problem surrounding the Irish border.
