California would set a goal of phasing out all fossil fuels from the state's electricity sector by 2045 under legislation signed by Gov.

California is doing a pretty good job of flying the flag for renewable energy in the USA, as the state has just announced it will aim to bolster its climate targets.

California Governor Jerry Brown stunned residents throughout the Golden State Monday; abruptly singing new legislation that would ban fossil fuel consumption in the region by 2045 and switch the entire electricity grid towards "clean sources". Jerry Brown signed a bill Monday that aims to eliminate fossil fuel use for electricity by 2045 and serves as a rebuke to US withdrawal from the Paris climate accord.

"There's no understating the importance of this measure", Brown said, moments before signing the two actions. This order essentially states that California must "remove (s) as much carbon dioxide from the atmosphere as it emits".

The signing happened as environmental, business and political leaders gathered in San Francisco for the Global Climate Summit, which will take place on Wednesday, Sept. 12.

The state body that regulates public utilities requires retail sellers of electricity to be working toward certain minimum requirements for the use of renewable energy sources. "We believe customers must be protected from unreasonable rate and bill impacts".

The bill and executive order puts California on a path to meet the goals of the Paris climate agreement, Brown said.

Without referring to Trump, Brown said Monday that climate change was an "existential threat", adding, "No matter what the naysayers may say, it is a real and present danger to California and to the people of the world".

SB 100 was first introduced past year by California Sen. Electricity is responsible for 16 percent of California's greenhouse gas emissions.

The renewable energy measure would require California's utilities to generate 60 percent of their energy from wind, solar and other specific renewable sources by 2030.

Last year, California joined Washington state and NY to form the U.S. Climate Alliance, which now includes 17 U.S. states committed to achieving the goals of the Paris climate agreement and meeting or exceeding the targets of the Clean Power Plan crafted by the Obama administration's Environmental Protection Agency.

"We've reached all these great goals with renewables, but at the same time our families have paid the price with an increase in their electric bills every year", said Devon Mathis, R-Visalia, during the Assembly debate. Kevin de León, a Los Angeles Democrat who carried SB 100, said.

Emissions are falling. Since 2004, as renewable energy has boomed, California's greenhouse gas emissions have dropped by 13 percent, even as the economy has grown by 26 percent over the same time.
