The decree ordered the dismissal of 18,632 people, including 9,000 police officers, 6,000 members of the military, as well as hundreds of educators.

More than 77,000 people including military personnel have been arrested over alleged Gulen links under the post-coup state of emergency imposed almost two years ago.

The emergency has been renewed seven times and the latest period is officially due to end on July 19.

Turkey's state-run news agency says authorities have issued detention warrants for 271 soldiers over their suspected links to US -based cleric who is blamed by Ankara for a failed coup attempt in 2016.

The decree has also dismissed a certain number of employees of the Turkish Justice Ministry (1,051), the Education Ministry (658), the Directorate of Religious Affairs (240), the Foreign Ministry (38) and state universities (199).

Gulen himself, who has been residing in the United States since 1999, has refuted all the allegations on numerous occasions.

Turkey regularly carries out such operations as part of a large-scale government crackdown on Gulen's movement. Twelve NGOs, three newspapers and one television station will also be closed.

The decree is expected to be the last of a series of emergency laws as Turkey's ruling system will fully transform into an executive presidency Monday, when President Recep Tayyip Erdogan is sworn in once again following his victory in last month's elections.

Human rights defenders including Amnesty International have lambasted the purges as arbitrary but Turkey says they are necessary to remove the Gulen movement's infiltration of state bodies.

More than 75,000 people have been arrested for alleged links to Gulen.

Thousands have also been dismissed, suspended or arrested over suspected ties to the outlawed Kurdistan Workers' Party (PKK), which has waged a bloody insurgency against Turkey since 1984.
