On the national level, the survey found a net employment outlook of 14 per cent - meaning 14 per cent more employers plan to grow their workforce than shrink it this spring.

Though the hopeful 10 per cent is down five per cent in the Windsor area compared to ManpowerGroup's previous jobs outlook, it is an increase of five per cent from the same time a year ago. According to ManpowerGroup, it's the highest national number since 2011.

"The strength of the employment outlook across the country continues to bode well for gains in household income over the coming year".

The Transportation and Utilities sector (+21 percent) shows a decline over the previous quarter, but is still 7 percent higher than the outlook for 2Q, 2017.

The manufacturing sector and the service sector was second, with a net hiring outlook of 28 percent, ManpowerGroup said, saying that most job openings in the manufacturing sector will be seen in central Taiwan, while the gaming industry in the service sector is expected to expand its workforce. However, outlooks weaken in four sectors, including the electricity, gas and water sector with a decline of 12 percentage points, and the wholesale and retail trade sector, where employers report a decrease of six percentage points.

"Survey data reveals that 10 per cent of employers plan to hire for the upcoming quarter (April to June), while three per cent anticipate cutbacks", Erica Melarangeli of Manpower's Stoney Creek office said in a press release. Across the United States, one in five employers expect to grow their work force in the next three months, according to the survey.

Meanwhile, the hiring scene is looking up in other countries, too. Elsewhere, medium employers report steady hiring prospects with an outlook of +11%, while outlooks stand at +5% and +3% for small- and micro-size employers, respectively.

AG Rao, Group Managing Director at ManpowerGroup India, said, "Indian job seekers are likely to benefit from the positive labour market during the April-June period".

The strong national result is unchanged when compared to the same period previous year, but declines by three percentage points quarter-on-quarter.

ManpowerGroup interviewed 58,000 employers in 43 countries and territories and noted that Croatia, where employers were surveyed for the first time, reported healthy hiring intentions based on unadjusted survey data. When compared to the same period past year, the outlook remains upbeat despite notable declines in hiring expectations in crucial sectors such as Mining & Construction and Manufacturing.
