The IOC has invited 169 Russians to compete in Pyeongchang as "Olympic Athletes from Russia" under a neutral flag, but has said it reserves the right to review and appeal the CAS decision.

The IOC, which banned Russian Federation on December 5, must wait for a reasoned decision from CAS before an appeal can be launched.

Pound, a former chairman of the World Anti-Doping Agency, also says the International Olympic Committee "should not be reluctant to proceed" with appeals of a Court of Arbitration for Sport decision that reinstated 28 Russians banned for doping at the 2014 Olympics.

The IOC said "the decision of the CAS had not lifted the suspicion of doping, or given the panel sufficient confidence to recommend. those 13 athletes could be considered as clean".

Russia's Deputy Prime Minister Vitaly Mutko claimed, however, they should only pay it "on the grounds of a concluded deal with the IOC" and there would be no more action taken against the country over the doping allegations. The additional information included data from the LIMS database, traces of prohibited substances, evidence of steroid profile manipulation and further confidential information provided to the Panel by WADA. It said this raised questions about the "integrity of these athletes". Among them were skeleton racers Maria Orlova, Aleksandr Tretyakov and Elena Nikitina, cross-country skiers Alexander Legkov, Evgeniy Belov, Maxim Vylegzhanin, Alexander Bessmertnykh, Natalia Matveeva and Yevgeniya Shapovalova, speed skaters Olga Fatkulina and Alexander Rumyantsev, luger Tatiana Ivanova, as well as coaches Albert Demchenko and Sergei Chudinov.

Speaking in Pyeongchang on Monday, IOC president Thomas Bach said: "The panel once again did great work going through the cases anonymously".

"They only had a number and access to all the different sources of information, and this makes the decisions of this panel and the implementation group so valuable because they are working scrupulously and in an equal and very fair way for all the athletes".

Just three days before the start of the Games, the Court of Arbitration for Sport (CAS) said it opened arbitration proceedings following an urgent request from the 32. We will clearly review it.

"The IOC, we would never have expected this", Bach said as uncertainty lingers over the Russian athletes.

On Monday, CAS President, John Coates, said it had taken note of Bach's concerns and they would be examined.

Last month Russian President Vladimir Putin admitted there had been "instances of doping use in Russia", but said the issue was a global problem.

At least 168 Russian athletes are participating in the Games, according to the PyeongChang official website.
