Venezuela's electoral council extended voting to 7 p.m., but election experts said doubling the vote in the last hour and a half would be without precedent.

"It's very serious, I believe we have to investigate and determine who is at fault", said Ortega, a vocal critic of Maduro's government.

The assembly will have powers to rewrite the constitution, and is viewed by opponents as a power-grab by President Maduro to seize control of the state institutions that oppose him. He says Venezuela's electoral council also must still provide 35 members with their credentials.

With the opposition boycotting the election, virtually all the candidates were supporters of Mr Maduro's ruling socialist party. "We are here to show our rejection of the intervention of the United States", one demonstrator said during a televised rally, calling the sanctions "a political show with harmful economic consequences for the people of Venezuela".

The EU statement from Wednesday, August 2 spoke on behalf of all 28 member countries, though Greece and Portugal expressed concern over whether sanctions were the correct response.

No mention was made of any possible sanctions.

"It is an affirmation irresponsible based on estimates without merit regarding the data (data) which has exclusively" the national electoral Council (CNE), has defended its president, Tibisay Lucena.

At a press conference Wednesday in London, Smartmatic CEO Antonio Mugica said the turnout figures had been "tampered with".

Venezuela's president defiantly dismissed allegations that official turnout figures for the election of an all-powerful constituent assembly were manipulated, accusing the global software firm behind the claim of bowing to USA pressure to cast doubt over a body that he hopes will entrench an even more staunchly socialist state.

The legitimacy of a powerful new assembly in Venezuela being sworn in on Wednesday was thrown further into question when the voting technology firm involved in its election said the turnout figure was "manipulated".

He added that although the company's system had recorded the true number of voters, a full audit would have to take place before he could give the precise figure.

Both have recently posted videos online denouncing Mr Maduro's decision to hold a vote for a constitutional assembly with the power to overhaul Venezuela's political system. By apparently winning the turnout contest, Maduro government could thus claim greater public approval.

Thanks to the socialist misrule of the late Hugo Chavez, the country was already the murder and kidnapping capital of the world when Nicolás Maduro took over as president.

Mauro has blamed the country's woes on what he calls USA imperialism and its supporters inside Venezuela.

At least 123 people have died since April in ongoing anti-Maduro protests.

Travel advice issued Tuesday notes that all dependents of British Embassy staff have been withdrawn, and it advises travelers to "consider leaving the country by normal commercial means".

Opposition groups said they would march Thursday at noon to where the National Assembly meets in the the center of Caracas.
