Indiana's ACA health insurance providers propose rate hikes

Conrad Doyle | 24 June, 2017, 08:39

They would mainly affect the kind of insurance sold to individuals through the Affordable Care Act's online exchanges, which cover about 10 million people. For example, under Obamacare individuals and families must buy approved health insurance or pay a penalty.

Insurance plans for individuals might again start to look as they did in the days before Obamacare, when they typically excluded coverage for maternity, mental health and substance abuse, health policy experts said.

Some Republicans argue that a Medicaid card or an "Obamacare" policy means little because either the doctor doesn't accept notoriously low Medicaid fees, or high deductibles under the health law keep patients from coming in.

Heading into 2018, insurers are still anxious about attracting enough healthy people to balance claims from the sick.

Make no mistake, people in Rice County will be hit hard. This goal is not being met. Actual participation and final rates won't be set until later in the year. As many insurance providers require that individuals be diagnosed with gender dysphoria before covering transition related care, the high premiums that accompany a gender dysphoria diagnosis would put transgender individuals in an impossible bind.

Choices for consumers have become further restricted. The version that passed the House is likely to change, as a small group of Republican lawmakers scramble to rework the plan before putting it to a full Senate vote, which they hope to do before the July 4 recess. In some states, "over time, [patients with chronic illness] might find it increasingly hard to find insurance companies that will offer plans that cover their needs".

Last year, when the average premium increase was 13.6 percent, Insurance Commissioner Kreidler predicted the state would experience a leveling-off of premium increases. "And then there is the moral and ethical concern for the many people who would lose their health care". Additional steps would be needed to relieve regulatory burdens associated with the employer mandate.

Right now, it is essential that we take action to protect the ACA and ensure that those in our community are able to obtain the medically necessary, life saving care that they deserve.

In addition to millions losing insurance, the Senate bill would eliminate the Prevention and Public Health Fund beginning next fiscal year, which supplies 12 percent of the budget (or close to $900 million) for the Centers for Disease Control and Prevention (CDC).

The ACA provides catastrophic coverage for Americans under age 65, but it was not provided for seniors age 65 and older. To date, only 40 percent of those uninsured in 2010 are now insured. In the future, the risk for health care cost growth beyond the growth rate embodied in the capped federal contribution would be borne exclusively by the states, rather than collaboratively between the federal government and the states. With the ACA in place, the country is on track to spend 21 percent of the economy on health care by 2020.

The companies requesting to sell insurance were Florida Blue, Celtic Insurance Company, Florida Health Care Plan, Health First Commercial Plans, Health Options and Molina Healthcare.
