Tell people that your new movie or album is coming out soon, but give them only a taste of what it contains, and you'll heighten the anticipation.

They spent so much energy calling Obamacare a disaster, one might think Republicans were trying to make it fail just to prove the adage that any real and lasting reform can only be achieved through bipartisan support. These norms have been watered down and abused over the years, but especially for major legislation, they are often an important way to build public understanding and support of the law.

But the focus on tax cuts explains why they were so eager to move on an unpopular bill that they had not read and struggled to defend or even describe.

The House GOP plan to repeal Obamacare would send premiums soaring for many folks in their 50s and early 60s, while reducing the tax credits that help them pay for policies. That would allow Republicans to pass the bill, skedaddle out of town, and then spend the rest of the summer doing their best to dodge outraged constituents at the town halls they surely won't be holding. Nor, apparently, will there be any talks.

The bill that finally passed the House, famously celebrated as a great victory in the Rose Garden, is viewed favorably by less than 30 percent of Americans.

I grasp the partisan divide about the health care debate. To that end, a group of 13 senators (all male) has operated in secret, working toward the goal of voting on a final package before the July 4th congressional recess.
